Poverty is more a question of a lack of economic integration of individuals rather than a lack of resources. Investment in infrastructure, education, health, justice etc. is the responsibility of governments but actions of actors themselves remains desirable. Note that here that self-sufficiency improvement is more “learning to learn” and “take responsibility” and not simply “learn” as is the case in the capacity reinforcement and knowledge transfer.
